As part of a multi-million dollar redevelopment plan, the Redevelopment Authority of the City of Lancaster selected Wagman to convert a paved parking lot into a four-story, 262-space parking garage on North Queen Street in Downtown Lancaster.

The public parking garage is the first step in a long-term revitalization project for this area of the city. The garage services patrons of restaurants, bars and shops in the surrounding area, and offers off-street parking to apartment residents. This project received, in part, funding from the City of Lancaster and the Commonwealth of Pennsylvania through the Redevelopment Assistance Capital Program.

Challenges on this project included issues commonly found when working in an older urban area such as overhead power lines and tight perimeters. Wagman identified these issues during preconstruction and was proactive in proposing solutions that satisfied the project budget and schedule.
