Wagman Heavy Civil Opens Second Major Ramp at I-95/SR 896 DE Interchange

(York, PA) Wagman Heavy Civil, Inc. announces the opening of the second ramp at the I-95/SR 896 Delaware Interchange project, located in Newark, DE.  The new flyover ramp, which opened to traffic on Saturday morning, allows SR 896 southbound traffic to exit from the area of Newark and improves safety for vehicles merging onto I-95 northbound.

This marks the second major milestone of the project. The opening of this ramp, together with the first major ramps that opened in June 2025, played a key role in driving the construction and reconfiguration of the new interchange. Delaware Secretary of Transportation, Shanté A. Hastings, P.E., and DelDOT officials visited the project last week, prior to the opening.

The $224M project for the Delaware Department of Transportation (DelDOT) is designed to improve safety and reduce congestion on the heavily traveled I-95 Corridor at Delaware State Route 896, which is the main exit for the University of Delaware. It features the addition of six new bridge structures, 10 MSE retaining walls, structure rehabilitations, asphalt and concrete paving, new sign structures, drainage improvements, and a shared use path for pedestrians and bicyclists.

Construction began in May 2023 and will wrap up in 2026.
