Wagman Construction served as the general contractor for the Center for Education, Business, and the Arts (CEBA), a community-focused project for Downtown Shenandoah, Inc. located in Shenandoah, PA. The new facility was developed to support economic revitalization efforts by bringing education, entrepreneurship, and the arts together under one roof.
Delivered in two phases, the project included full completion of the building structure and comprehensive interior renovations to create modern, adaptable environments. The first phase focused on the building core and first-floor fit-out, featuring a Penn State classroom, a fully equipped commercial kitchen, and dedicated office space for Downtown Shenandoah, Inc.
The second phase completed the upper level, including a multi-purpose event center with a catering kitchen, a health center, and additional offices and co-working spaces designed for makers and small businesses.
Through careful coordination and phased scheduling, Wagman successfully delivered a functional and flexible facility.
During the sitework portion of Downtown Shenandoah, Inc.’s new Center for Education, Business and the Arts project, workers of Wagman Construction removed an estimated 200 tons of concrete that remained from the buildings that previously occupied the site.
“Using a special concrete crusher, (the concrete) was recycled and used as back-fill. They call it ‘slab to fill’ where the foundation is laid on compacted soil. Instead of throwing the old concrete in a landfill, it is returning to the same property for a new use.”
