(York, PA) Wagman Heavy Civil, Inc. announces they have been awarded the contract for the I-95/ State Route 896 Interchange project, located in New Castle County, DE.
The estimated $224M project is designed to improve safety and reduce congestion on the heavily traveled I-95 and Delaware State Route 896, which is the main exit for the University of Delaware. The project was bid as an A+B, which is a procurement method that determines best value by evaluating both the construction cost (A = $224M) plus total proposed duration (B = $60M). The design features the addition of six new structures, 10 MSE retaining walls, as
well as a shared use path for pedestrians and bicyclists, roadway widening for ramps, and the creation of new through lanes.

Wagman has been making infrastructure improvements along the highly traveled I-95 corridor on the east coast for the last several years. Past and current projects have included: VDOT’s I-95 over the Meherrin and Rappahannock Rivers, MD SHA’s I-95/I-495 Woodrow Wilson Bridge Approaches and I-95/I-695 Repair of Ten Bridges; MDTA’s I-95 Deck Rehabilitation of 28 bridges in Baltimore and their Express Toll Lanes program including the I-95/I-695 and
MD 152 Interchange Reconstruction projects.
Additionally, the Claymont Regional Transportation Center Design-Build project, which Wagman began construction on in the summer of 2019, is located approximately 20 minutes northeast of this interchange.
